Beyond the constructive debates, the symposium aims to create local movements, neighborhoods or communes, to lay the foundations for the future organization that will have divided France's climate footprint by five by 2050.

The Alliance Charter :
We, actors from all walks of life, supporters of the idea of limiting our carbon-emitting consumption and, more broadly, defenders of our environment, believe that the time has come to unite our strengths, our experience and our energy to propose and initiate the introduction of a carbon account* in France and beyond, as soon as possible.

Our commitment to cooperate with each other is expressed through the support of this charter.

1. The fundamentals of carbon accounting :

Carbon account allies subscribe to the following fundamentals:

1. The individual carbon account aims to cap the global annual CO2 emissions of a given population (starting with France) and to reduce these emissions by 6% each year until neutrality is achieved in 2050, by providing each person with an equal budget.

2. The individual budget allows each person to make their own choices freely, with full responsibility, respecting their quota.

3. Through a democratically supervised mechanism, it enables the monetary valuation of carbon sobriety by the lowest emitters and the possibility of quota buy-backs by the highest emitters, up to the limit of available quotas.

4. It introduces a carbon registry obligation for companies and public services for the controlled circulation of carbon content.

5. The proposed system is a transparent tool.

2 - Why a charter?

The Carbon Account Alliance Charter brings together, on a common basis, all the initiatives around this idea of an individual carbon account, quota, allocation or budget, and which recognize themselves in the 5 pillars set out above.

The charter sets out the fundamentals of the carbon account, but leaves the rules and procedures for implementing the system open to everyone's creativity:

- Definition and operation of purchasing/sales bodies

- Quota size: monthly, annual, other?

- The need to restrict the biggest consumers, and how,

- Whether carbon points should be prevented from being capitalized from one year to the next, or allowed to be kept, and how many,

- How can we back this mechanism with the financing methods proposed by certain NGOs?

- How to track carbon expenditure: credit card? flashcode? prepaid card?

- Etc...

This body of proposals, in which all currents of thought can express themselves, could then become a breeding ground for politicians who take up the subject.

This charter guarantees the broadest possible consensus around the basic concept, in a spirit of cooperation and mutual respect. as the subject matures.

3 - Shared values

Allies recognize common ethical principles that they are committed to putting into practice:

- A commitment to preserving life and the planet's habitability

- The desire to take concrete action in cooperation with other Alliance members

- Listening and dialogue, with everyone's contribution welcomed with respect and kindness

- Mobilizing around a project for the common good


4 - the means of the alliance

The alliance defined here can be supported by all signatory organizations, according to their possibilities, to finance unified communication based on the charter, operations, demonstration or intervention operations, it can also raise its own resources through external funding.

The alliance can set up an organizing committee to which each organization can delegate active members, who meet regularly (4 to 6 times a year) to monitor ongoing projects and decide on joint actions.

Since we are all tenants of a priceless world, the most beautiful planet there is, we need to be able to count on each other, and not just in euros.

Our impact on the earth has become too heavy, and human action has eradicated part of the biodiversity, living organisms and resources on which we depend to be able to live harmoniously on the planet.

The level of CO2 emissions is one of the many factors contributing to this destruction, but it's also a factor we can influence. To do this, we need to know about it, calculate it and contain it, so that we can all do our part to preserve life, simply living things.

The 604 million tonnes of CO2-equivalent for which France is responsible each year amounts to 9 tonnes per person per year, and we need to reach less than 100 million tonnes by 2050, i.e. a reduction of the order of 80% in less than 30 years.

A simple idea: the individual carbon account. An egalitarian budget starting at 9t/pers, progressively reduced by 6% per year until 2050, validated by the 4 criteria resulting from the Assises du Climat.

The carbon account is a powerful lever for decarbonizing our economy: if 100% of consumers demand increasingly low-carbon products to meet their annual budgets, companies and public services will have to decarbonize their offerings, creating a natural virtuous loop.

The carbon account is a system that will certainly entail constraints - but fewer than the constraints that await us if we continue on our current emissions path - but it is neither punitive nor guilt-inducing. Everyone will be able to make their own consumption choices within the limits of an envelope defined each year and valid for everyone.

Today, the majority of the French population is well below the average (and therefore below the starting quota). The richest, who will be in deficit, will be able to buy surpluses from a regulatory authority, which will buy surpluses from the most sober.

In this way, everyone's needs in terms of euros and carbon will be balanced out, automatically reducing inequalities while ensuring that commitments are not exceeded each year.

This objective must not, however, deprive us of a parallel effort to safeguard biodiversity: it is part of a broader search for lifestyles that respect planetary limits and the preservation of living organisms, the only guarantee of our survival.

Together, let's put off climate anxiety, since the improbable can now emerge like a virus, and let's make a simple individual carbon emissions wallet, allocated to each and every one of us, our lifeline.

Let's move on to the Carbon Account,
